I think he was referring to Star Class passengers being unable to get into the lounge because the dragons didn't know the rules, even though *C pax have access by default. Currently, only JQ operats *C, although this will change when 3K beings SIN-AKL services.
As for QP members, they have now gained access when flying 3K and VF, which, if they fly on those, there are only 3 additional locations where they can get into the lounge. It is also interesting to note that WPs were the only ones who had this level of access before the rule change. I guess, in the end, it will also depends on whether the dragons know the rules or not, although I had no problems accessing the lounges in Sydney, Darwin, and Singapore as a QPNB while flying on JQ JetSaver fares a couple of months ago.
