The illegality centres on the fact that the girl is paid by the tea house owner. Unless the owner is stupid enough to leave a book behind with all the names in it when the police does the raid, it's pretty much impossible to prove in court.
Without that evidence, it's a consumer affairs case and the police won't be interested.
