I'd say give OZ a try. Their C fares are much cheaper and I find their catering better than SQ.

A consolidator would work or a discount travel agency if your not interested in miles and just want a comfy way to fly.

Wholesale flights.com may be a way to start. Ex SIN/SE Asia they specifically have a CX and SQ option.
