Or perhaps the screener told the truth in this case and the guy just had bad luck; the problem is that we have no way of knowing
Just like a cop shoots who someone and says in his report that he saw "the subject reaching for his waistband", a TSO could be nosy and read through peoples' papers on a routine basis and then just claim that it was a random secondary mandated by the SOP if something pops up.
