Others have touched on it already, but if I'm not mistaken the maid fee is actually a service charge that goes to the maid who cleans the room. It's part of the union contract.

I've seen this at other heavily unionized resort properties before. It's sometimes rolled into the "resort fee", or is listed as "service charge" and is applied either nightly or as lump sum at the end of a stay.
