What non status flyers are the AC referring?

All eUpgrade Credits expire on February 28, 2011, regardless whether you re-qualify in much the same way as the current paper cert.
I am thinking Latitude / eupgrade credits / no status.... would that be designed to replace those paper Regional upgrade booklets people could purchase before?
