I have an MTA Bridges and Tunnels EZ Pass and don't own a car. I have my sister's car (with Iowa plates) as the car registered on my account since we had borrowed her car for the summer, but we now use the EZ Pass almost exclusively with rental cars as my sister has long since taken her car back. We do have a NY address.

When I first got the EZ Pass I would register the plate of each rental car before driving with the EZ Pass but I quickly gave up on that exercise and have now been using it for at least a couple years in dozens of cars without ever encountering a problem.

MTA Bridges and Tunnels is one of the best accounts you can get if you link the account to a credit card. It automatically charges my card $25 every time the balance in the EZ Pass account drops below $10, but there are no fees, so the only "cost" is the lost float on the $10 to $35 that sits in the account.
