Yeah, I should have mentioned it's an upsell attempt: paying for the wireless opens up all ports.

Skype seems to work with the free version, though the bandwidth and latency render it almost unusable (especially for the DL elite line, which requires you to say your SM number to speak to an agent).

Also, I used up my two free connections one day, then sometime after midnight it reset and allowed me two new attempts the following day.

As an alternative, Skype Access (their WIFI billing network) will give you 30 minutes of unrestricted access on the KPN network for about $5.70. I believe this is somewhat cheaper than KPN's price in euros for this amount of time. It billed me for 30 minutes even though I understood it was supposed to be pro-rated per minute.
