I was told by an agent that if you want a refundable fare that you should check the refundable box on the search page. I purchased one ATL to Orlando doing this- it was a B fare class and it did refund.

The same agent mentioned that this was the only way to be sure. Even some Y fares are not fully refundable (been there, done that, sigh).
