- Kiosk is out of paper (most likely)
- Flight is under gate control.
I just printed a bunch last week, and it took the 3rd kiosk to actually have the paper.
I think the second case was the problem here. The flight was full, and I was not even able to see seatmap online. I was able to able to print out hard-card boarding passes in the next connecting airport.
