It's like in the summer, when RQ DRIVE is blocked out for most of the NY area and other peak season northern markets, discounted but still high rates are quoted at the few northern market locations that still participate in RQ DRIVE during the summer, but RQ DRIVE works fine in seasonally off-season markets like FL.
