I need to correct myself... after going to check on what CCs Narita service center takes, I found this blurb there: We accept the following credit cards: Only cash (Japanese currency) can be used to recharge Suica cards. I raced over to JR East's Suica website and sure enough, it's also mentioned in the Japanese and English sites ("Only yen may be used to load a card. A credit card cannot be used to load a Suica.").

I guess you are out of luck. Cash in hand inside of Japan is your only way to recharge.
