I don't know what is causing the price increase, but I'd check to see if local/airport taxes are causing the increase. It seems that municipalities, which are being negatively impacted by the economy, are thanking tourists for their patronage by legally robbing them.

Phoenix is the worst I've ever seen. Their taxes are 1/3 of the total cost of my car rental ($109 out of a $321 total).
