I assume that it's concerns about shorting out the batteries if the contacts are exposed as they might be on a spare battery. Both lithium-ion and lithium-hydride batteries are subject to thermal runaway - once heated to a certain point they enter a runaway phase where overheating leads to an explosion of the battery, which could trigger a fire and subsequently any other batteries in the same cargo bin entering thermal runaway.
