Avis and Budget typically are not so eager for the underage business. Good luck unearthing the codes, the few that exist relative to the other companies.
I found one reliable underage code for avis and budget, which gives very good rates, wasn't so hard.
BTW why do you think other rental agencies are easier with the underage?
