I think it would be extremely bad form to publicly post the mobile phone numbers of private individuals - be they station managers - on FT, and it would likely discourage them from providing such information which they only do as they see fit and to whomever they see fit. I think that sometimes people who know will send you contact info as a PM, which makes more sense. Traditionally, airport desks are also often shy about giving their number although it often works to just call the airport and ask to be transferred although they sometimes can't be bothered to answer. In case of luggage problems, I have always been given a direct phone number anywhere (and always of the luggage service, which was always helpful, never the station manager who probably wouldn't have a clue about what plane my bag is on!). Regarding other operations, I have no personal experience but JFK is such an unfriendly environment (and large operation) that I wouldn't be surprised if this explained that you did not get much useful contact information directly from them.
