Sounds like the problem isn't with the promo code itself, but the fact you don't like the restrictions on it.

Why does it have to be "valid for the scenarios [you] mention"? Unless you work for the department that designed these promos, how do you know what the intent is?

Perhaps the intent was to spur Canadian-originating transborder travel, but not the opposite? Why should AC not be allowed to segment their markets as they'd like? Airlines sometimes have fares available for purchase from certain markets, but not from others on the same itinerary.

I split my time between Canada and the US - AC has my Canadian address, but I book most of my flights originating in the US. Most of the promos I get sent don't work, because they aren't valid for my market. I can see them on the Canadian edition of AC.com, but not on the US edition.

That's life. It sounds like, unfortunately, this didn't work out in your favor this time.
