I think both the Westin and the Flora are good spots... just different. The Westin is bigger, grander, more services, more polished. The Flora is smaller and has more of a residential feel. Good service, but would say the level of service at the Excelsior would be on a higher level.

In the summer I'd probably stay at the Flora to take advantage of that fabulous terrace in the mornings... which for me really "makes" the place. Without that, in the colder months, I'd stay at the Westin.

Speaking of restaurants... I never go to Rome without going to Antico Arco. This place is expensive... modern Italian, great wine list, and a cab ride if you're staying on the Venato... but a must for the serious food and wine person. Check out their web site. Worth the effort.
