"If they don't check" it is not ok. You are under the obligation to present yourself to customs. And for customs it is not problem to check the origin of a watch and you still might be liable for duty and GST after several years.
Ok, maybe when you walk though customs. I havent bought a watch and brought it back with me before. If they dont check via postage is ok. Because you must write on the box what you are posting anyways. So if they do not open it and check the invoice how is it not ok? Its their choice to check the invoice or not.
But then that doesnt make sense. If I you get it though customs via post. Then wear it overseas and bring it back, they can charge you? What if you buy it second hand locally but the previous owner didnt declare it?
