Elite qualification is based on a 12 mth time frame. Assuming your window is Jul 10 - Jun 11 and you went from Blue to Silver (Say Dec 10) within this period with 26000, you will need 24000 by end of Jun 11. The Gold counter will reset from Jul 11; the Silver counter will reset from Dec 11. There's back end tracking. Send them a friendly reminder should your status not automatically change to Gold after getting the 24000.
Yes, this is what I experienced, and others on this forum have reported. You could send them a friendly reminder now, because your counter should be at 1000 miles, not 0. But as long as you hit 50,000 miles within a 12 month timeframe, you will get Gold status.
