Your not missing much having not tried Tim's, but yes there is a Tim's in all areas of T1. Pearson's website has a list of shops.

As for weather, no they don't have to put you in a hotel for a weather delay. Hence the pictures a few Xmas's ago of people at YVR airport spending the night due to weather delays. Not sure how weather delays would work for FRA as EU regulations apply.
