I think you are in the minority on this one, when it comes to charging for not returning a key card. Many people think it's just a silly thing to do and can give a property a bad name and not actually generate any revenue or significant cost savings.

I would say he is in the extreme minority that is like a write in candidate for President. Honestly I don't think people take them (W keys perhaps), but rather just leave them in their room without wanting to keep track of a key's whereabouts from check in to check out.
What if your lose your key during your stay and need another? $2 again?
It is an overhead item ever since hotels went away from actual keys to magnetic and it's subsequent technological innovations.
