Interesting thread. I was wondering about this VIP thing after I heard about it below but just assumed it's dignitaries, high office government officials etc. So Here is a another piece to the puzzle which I have posted a couple of times in the concierge related threads before:

Just to clarify guest access to the Air Canada Concierge service.
This service is firstly given priority to our Super Elite Members as
stated in the Super Elite Aeroplan package.
Concierge service is also available to our VIP guests who have
been given special invitation from Air Canada.
The service is then available to our Executive First Class guests.
I hope that the above clarifies any questions that you may have.

So looks like, at least per the LHR concierge, SE still receive higher priority although I'm not sure if it makes any difference at all...
