Sorry I meant that in those other jurisdictions the credit card companies probably still have no-surcharge clauses in their agreements with retailers that stop them from passing the CC fee on to consumers. Because the retailers can't discriminate against those who pay with credit cards and those who don't they simply treat it as a cost of doing business, which is then reflected in the uniform price they charge to anyone who wants to buy their product. Hence no separate surcharge.
