I'm not an expert in this area however i don't think SkyClub memberships qualify for upgrades plus Delta is stingy with TATL UG to their frequent flyer members with status. I interpret the above quote to mean true frequent flyers and not SkyClub members.

Someone correct me if I'm wrong and if I am I'll save myself a lot of headaches flying and just purchase a Platinum membership to SkyClubs.
