Sure it's an assumption, that's all we will have here on this topic. If they were selling lots of these at the kiosk, then those passengers would not be part of the target population for online selling, reducing that population and making it less likely that they would incur the cost to implement online selling. If they aren't selling well at the kiosk, perhaps it is because passengers are in a hurry at the kiosk and don't want to take the time to mess with it then, so let's give them an opportunity to buy when they check in online.
