Room Upgrade is officially off the benefits list for around a year now for Europe and Middle East. They offer it only "in participating hotels in Americas and Pacific"..

Still, in Europe, it's at the discretion of the hotel to recognize your status and upgrade. Radissonblu in Budapest and Warsaw are just two that do so consistently, and give me the suite. Radissonblus in Dubai do it based on how you ask and their availability; to a business class room with lounge access.
