The rate I get for checking and savings ATM withdrawals from Schwab in Rio de Janeiro with the two debit cards is identical to four decimal places. For the day of withdrawal, the rate I got was 1.7016 while OANDA lists 1.70090. So it seems neither Schwab debit card is charging a fee.
