Yes, it can be true all the time.
The canceled flight from the first day makes the trip on day two as a second flight to the original location. So flight 123 that gets canceled on Monday flies as flight 123A on Tuesday. Same airplane, same passengers, same seats, different day. This just happened to me. The extra flight left 1 hour before the regular flight to even out the gate and staffing issues.
