To re-iterate what many have previously said...

Under the old wallpaper system, E's got what, 2 SWU and 2 SSWUs? Under the new system ... 35 max credits which isn't even enough to SSWU YYZ-NRT-YYZ!

Combined with the 10k AC BIS re-qualification rule.....so the top-tier program:

1. has become slightly more difficult to requalify
2. requires some loyalty to AC
3. generates 10k miles worth of revenue per top-tier member for AC to help offset the costs

... and the upgrade benefits are de-valued???

Being based in SFO now, might have to follow why fly and jump ship to Continited
