Didn't happen.
Happened at my consulting firm ALL the time (and we are not the size of accenture--certainly not small, and with some very heavy travel, but not the overall volume of an accenture) Each office had over 10 GS statuses to give as well, and no one office could really control the firm's preferred provider policy
I am also certain this did not happen, or at least not as stated.
