If I were to guess, I would say that partners don't charge each other for changes/cancellations. As for AS getting tired of people making changes: it's a published benefit of MVPG status and is a serious reason why many of us strive to attain/maintain MVPG. If they removed that or even put a limit on it, I know several people who would jump ship to other programs and carriers.
