Does a reservation at the 360° restaurant still include free access to the observation deck?

Iīm considering having lunch there, $50+ surely is a little steep, but if it includes the $25 fee to the observation desk and I donīt have to wait in line for hours to take the lift, it may be a decent deal.

Any recent experience?
