I think the rule pertains to chains with locations in metro areas and the airport. For example, McDonalds cannot charge $1.99 for a chicken sandwich in Newark and $3.49 for the same sandwich at the airport.
I don't believe the rule applies to a single-location vendor, though - i.e. a restaurant or book shop whose only location is the airport, but I could be wrong about that assumption.
