Canadian TV is carried on Cable in SEA. Possibly BUF and DTW. The smaller communities on the border probably would, as well.

I have seen the Globe and Mail at larger bookstores and newsagents in NYC, SFO, LHR, HKG, SIN, and a few other places.

Best thing to do is contact the local Canadian mission (Embassy, High Commission or Consulate). If you are in a city with a resident mission (not an Hon.Con.) they will probably have recent copies of Canadian papers available. Their public affairs sections can tell you about local broadcasts of Canadian media.
