To be honest, other than the government controlling what the full fare is, I've never understood the pricing schemes of Chinese airlines. They all seem to mostly go in lockstep with each other or go by the 5's rule (factor of 5 in terms of % of the full price). Does each airline really have FULL latitude to determine price? I seem to recall the gov still controls when and how much discount they can give at times, but don't know.
