They rebook us into "Y" sometimes (not always) because that is the only class of service available. All other classes are sold out. If you originally bought a "T" class and they are rebooking you on a flight with "T" available thats where they will put you. If you get "Y" you get lucky and often but not always got the upgrade and the 50% bonus. Sounds like they may have figured out a way to hold the bonus.
I had IRROPS on a recent TALT and got 5k miles added to my account.
The real reason that happens is because sometimes your agent is lazy.
DL has "fixed" the system so that if only Y class is available but you bought a T they can put you on the flight, but keep you in the T Class. (At the start of the SDC this was not set up right, but now I find that 75% of the time it is done correctly - i.e. you are put in the class you paid regardless of availability).
While I enjoyed being put in Y undeservedly, clearly the correction is much fairer - especially when duking it out for a UPG
