Special paint: Can the airlines package it on site for me?

So, am bringing some special paint from PDX all the way to SUB. Its no more than 1/2 fl.oz.

Since paint of any kind is not permitted on the premises of sterile area,

1. Will UA pack the item in a document package and send it all the way to LAX?
2. Will SQ do the same thing from LAX to SIN and eventually to SUB?
3. Is this package (airline standards I believe) accounted as part of my luggage allowance?
4. Since the package is declared, I'm hoping that I won't have any problems with security or customs, etc. Am I correct?
