The New England blackouts are for the mass exodus south during school vacation. Generally New England school children have either the 3rd or 4th week off in February and either the 3rd or 4th week off in April. It depends on the state/district.

This is in place of the week or two most have off during March in the rest of the country.

I have no idea why they left out MHT, but these are the people who thought Thailand was in North Asia.
