The New England blackouts are odd since they are basically blacking out leaving that area whereas all the other blackouts are for going to an area (based on the order of the To and From blackouts).

Is the Albuquerque Balloon Festival so widely attended as the merit a blackout? Never heard of it but don't spend much (or any actually) time in that area of the country.
