Because there's such demand for transportation between Milwaukee & Madison? By the time one drives to the station, gets on the train, makes the trip, then gets transportation to the final destination, a person could drive there just as quickly. The ONLY reason this was going to get build was due to federal subsidies. Thank goodness someone took a rational view of this project.
