I think they changed some benefits. Originally when I was mailed The concierge business cards and notepad a couple of months ago, it said that they would handle upgrades. I did call about upgrades at that time and they did contact the hotel. Last week I asked also about upgrades on an upcoming trip, and was told the same than you: Ask at the time of check-in.
