Easiest would be Airport bus #5 (and get off at the last stop, Shanghai Station).
Unlike the #2 bus, #5 takes 5-10 minutes longer than the taxi option because its route follows some busy streets and makes 3 intermediate stops, but I agree it is the best for anyone on a budget... far better than the subway.
