Well, not entirely. Remember - most of these trains are foreign designed and built. What the Chinese excel at is pointing at something that needs fixing, and investing what it takes to accomplish it.
In the U.S., high speed rail is all one big political game. Look at Wisconsin - they ALMOST got high speed rail between Madison and Milwaukee, but the newly elected governor doesn't want to waste state money on it.
So instead, we'll build rail in Iraq and Afghanistan while the roads here all crumble and bridges reach 50 years past their intended lifespan.
