I understand the deadline is based on the local time of the departure city, but 12/03 11:59 PM is over 30 hours from initial reservation.

Should I assume the ticketing deadline should really be before 1:50PM EST Dec 03, based on the 24 hours rule?

(Fare rules are good through March).
The quoted fare is stored as part of your reservation (this wasn't the case until about 18-24 months ago), as such the price is guaranteed until mid-night tomorrow night PST, as quoted in your reservation.

Except if you call reservations, they will gladly extend the hold time until mid-night tomorrow in compliance with their 24-hour reservation/price guarantee.
