You make a very good point here about elites and I do understand this completely, but when the list is already >100 long it seems pointless and even a bit cruel to continue adding non-elites to the end of the list giving them false hope and making them hang out at the gate when there is absolutely no chance of them clearing onto the flight.
It depends though. I believe IROPS place someone as a B1 priority, while regular SDS is a B2 priority. Thus, a non-elite experiencing irops would trump me as a DM wanting to get home earlier. It's fairly fluid and not based solely on status or fare - it's a combination of both.
