That IS the norm.
Exception is - NO entry into any RCC/PC/USAirClubs to *G from UA/CO/US. But they can enter any OTHER *G lounges, (in the US or anywhere else) EVEN if they are in domestic itenery (in US or anywhere else).
Elites (*G) from other carriers (than the above mentioned) can enter into ANY *A lounges *G lounges. Exception to this rule is - when a member airline has more than one lounge (usually home airport) where they designate one as *A lounge and another as only for their own members.
