Based on what i've read, you purchase your international ticket first, then call the JAL office to purchase the yokoso fare? Is the any way to check if my specific flights are available before committing to purchase the international portion of the ticket?
There are some restriction on when you can use the ticket.
You can always check availability on the homepage.
As far as I know you have to buy it from the JAL office (some travel agents such as JTB, HIS, IACE will also offer it)

Almost all Yokoso fares 99.9% book into the Y bucket.
If there are discount tickets left the full Y bucket will be open also. There is no such thing as cheap tickets open, but the full Y fare unavailable (unless you are booking more than 2 months from departure date).
