There are some restriction on when you can use the ticket.
You can always check availability on the homepage.
As far as I know you have to buy it from the JAL office (some travel agents such as JTB, HIS, IACE will also offer it)

Almost all Yokoso fares 99.9% book into the Y bucket.

If there are discount tickets left the full Y bucket will be open also. There is no such thing as cheap tickets open, but the full Y fare unavailable (unless you are booking more than 2 months from departure date).
