It looks like any changes to the itinerary would be purely from the res agent's goodwill as the US Airways CoC states:
"US Airways may substitute alternate carriers or aircraft and may alter or omit stopping places shown on the ticket in case of necessity."

Having worked for Republic for more than 4years I can tell you that we are the last to cancel. Republic doesn't get paid for the flight unless it goes nor does the crew. As an example we had a crew yesterday that was in a severe accident (drunk driver crossed the median) on the hotel van and the company delayed the flight to bring in a reserve crew. Republic prides itself on its completion factor, efficiency and controllable delay ratio.
