They're the Transportation SA, and have already started doing trains, subways, and buses. "Random" searches of individual cars on interstate highways (or residential streets) is not out of the scope of their mission (as defined by the TSA).

Anything that brings home the idea that 'this will impact you even if you don't fly' is good.
Another example: These naked scanners are already being used at courthouses,
and they are saving the images. Do you want someone to have a naked picture of you when you report for jury duty or pay a parking ticket?
